Configure the most common network management configurations required to operationalize a switch cluster. The Cluster Name, Login Banner are automatically synced down to all the leafs. TACACS is used for AAA control on the spine switches; in a CC deployment the leafs do not have any external network management connectivity, everything is configured via the spines.
